As the first autonomous delivery vehicle project to launch in Hefei, White Rhino has once again secured the city's first batch of commercial operating licenses for low-speed autonomous vehicles — marking a new chapter of licensed, normalized commercial operations in Hefei!
As a major prelude to the 2022 World Manufacturing Convention, at an event during the 2022 International (Hefei) Energy-Saving and New Energy Vehicle Exhibition, Hefei issued its first commercial operating license for low-speed autonomous vehicles to White Rhino, a leading company in autonomous delivery. This license represented a first among tier-one cities and marked an innovative breakthrough in the regulation of low-speed autonomous vehicles in China's self-driving sector.
Compared to other categories of autonomous vehicles in China, although autonomous delivery vehicles have relatively mature scenarios and technology, regulation for this vehicle category has remained largely blank. Previously, a few domestic cities had issued commercial operating licenses for robotaxis, but Hefei's move to grant a commercial operating license to a low-speed autonomous vehicle marked a first among provincial capitals in China — another breakthrough for innovative Hefei.
In a tier-one city like Hefei, with its complex traffic conditions and high population density, operating low-speed autonomous vehicles presents challenges on multiple fronts: on one hand, the government needs to formulate relevant management measures and coordinate across multiple departments to promote industry development; on the other hand, since White Rhino operates on public roads with converging vehicle and pedestrian traffic, its autonomous driving technology and safety performance must meet exponentially higher standards. Operating on busy roads in downtown commercial districts poses even greater tests for technology and safety.
Hefei's government departments at all levels have safeguarded the development of low-speed autonomous vehicles through organizational management, policy formulation, and service support. Meanwhile, strong technological capabilities serve as the foundation for commercial autonomous delivery operations. On the technical front, White Rhino employs a multi-sensor fusion perception solution that achieves 360-degree environmental awareness around the vehicle. Its autonomous driving system also features multiple redundant backup designs to ensure stable operation of the safety system.
In the autonomous driving sector, low-speed autonomous vehicles have led the way in commercialization. And across the entire industry, White Rhino stands at the forefront of commercial development — it was among the earliest Chinese autonomous driving companies to use unmanned vehicles for fresh grocery and supermarket instant delivery. The company has already partnered with Yonghui, Dada, and other supermarket and instant delivery companies to provide normalized autonomous delivery services. The commercial license issued by Hefei not only marks the perfect conclusion of White Rhino's "trial operation" period in the city and the beginning of true "compliant road operations," but also demonstrates the Hefei municipal government's recognition of the value of autonomous delivery commercialization.
