Beijing Zhongguancun Science City Innovation Development (北京中关村科学城创新发展有限公司) is a state-owned market-oriented investment platform established in May 2019 by the Haidian District government, fully controlled by the Haidian State-owned Assets Supervision and Administration Commission with registered capital of RMB 6 billion . It was created to match a new development phase for the Zhongguancun Science City zone, which serves as Beijing's core hub for international scientific and technological innovation .

The company operates three fund systems: a "technology innovation fund series," a "technology growth fund series," and the "Haidian government guidance fund series" — the latter tracing back to 2009, predating the company's own establishment . As of 2025, the Haidian guidance fund series had directly invested in 106 early-stage technology companies and established 47 sub-funds, with portfolio companies including TINAVI, Cambricon, Loongson Technology, and Luster LightTech .
