On November 17, low-altitude logistics company Airmove (迅蚁科技) announced the completion of a tens-of-millions-of-yuan Series C+ funding round at its tenth-anniversary celebration. The round was jointly invested by Hangzhou Low-Altitude Industry Development Co., Ltd. and Zigong Aviation Industry Development Equity Investment Fund Partnership, with proceeds primarily earmarked for accelerating product R&D and manufacturing and expanding its market network.
Over ten years of focusing on low-altitude logistics, Airmove has made numerous original technological innovations, securing over 70 authorized patents and leading the formulation of four civil aviation industry standards. The company has developed a complete product matrix encompassing logistics drones, automated hub stations, intelligent avionics systems, and a cloud-based dispatch management platform, and through self-operated drone logistics services, it is building urban aerial logistics networks for society.
Airmove's drones possess AL-4 level airborne autonomous driving capabilities. Across 54 cities nationwide, they have accumulated 400,000+ sorties and 2.6 million+ kilometers of commercial delivery, providing urban aerial logistics solutions to a large number of representative industry clients in medical emergency response, same-city instant delivery, fresh-food e-commerce, postal and express delivery, and campus distribution.

Local State Capital Collaboration: A Model for Practical Low-Altitude Economic Development
Recently, the General Office of the State Council issued the Implementation Opinions on Accelerating Scenario Cultivation and Opening to Promote Large-Scale Application of New Scenarios, explicitly calling for encouraging the creation and opening of application scenarios in new fields and tracks such as the low-altitude economy.
Under this policy tailwind, local state capital is gradually increasing investment in and recruitment of low-altitude economy enterprises, embedding new-quality productive forces deeply into local industrial ecosystems to boost regional economic transformation and upgrading. Airmove's current funding round exhibits the characteristics of local state capital collaboration, making it a typical case of this trend.
Hangzhou Low-Altitude Industry Development Co., Ltd. is a wholly-owned subsidiary of Hangzhou Industry Investment Group. As the only local low-altitude public-domain traffic platform enterprise in Hangzhou, it bears an important mission for the development of the local low-altitude industry. Going forward, Hangzhou Low-Altitude and Airmove expect to open 6 to 8 consumer drone delivery routes in urban Hangzhou, with a focus on exploring new models for medium- and long-distance urban logistics delivery.
The Zigong Aviation Industry Development Equity Investment Fund was established primarily by Zigong Chuangfa Group and Zigong Aviation Investment Group, specializing in general aviation industry investment. Airmove has already established a subsidiary in Zigong and opened 27 medical supply transport routes connecting blood stations with multiple hospitals, forming a regional demonstration network.
According to estimates, China's low-altitude economy is projected to reach 2 trillion yuan by 2030. This new-quality productive force, characterized by long industrial chains, strong driving effects, and broad application scenarios, is becoming an important direction for regional economic growth. Through the model of "attracting enterprises with applications and promoting industries with markets," Hangzhou and Zigong's joint investment in Airmove provides a replicable practical path for low-altitude economic development.
A Decade of Deep Cultivation, Continuously Expanding the Boundaries of Low-Altitude Logistics Applications
Airmove's continued favor with state capital stems from its decade-long persistent deep cultivation in the low-altitude logistics field. The company's founder, Dr. Lei Zhang, graduated from Beihang University's Aircraft Design program and founded Airmove in 2015 with a commitment to building urban aerial logistics networks. In 2016, the company partnered with China Post to launch China's first drone postal route in Anji, Zhejiang, achieving the first commercial application case of drone logistics in remote areas.
2019 was a milestone year for China's unmanned aviation sector. In October of that year, the Civil Aviation Administration issued Airmove the world's first urban logistics drone trial operation approval letter (No. "0001"), providing regulatory assurance for the company to conduct urban aerial logistics operations.
After obtaining the license, medical delivery became the key area where Airmove broke through urban drone logistics scenarios. In 2021, China's first normalized drone emergency blood delivery network went into operation in Hangzhou, connecting the Zhejiang Provincial Blood Center with medical institutions at all levels in the city, with the farthest delivery distance reaching 32 kilometers. In 2022, the company built China's first district-wide drone medical delivery network in Yuhang District, Hangzhou, opening 22 routes in total.
Having successfully validated the sustainability of the "Hangzhou Model," Airmove accelerated its national layout by launching the "Airmove City Alliance." Combining Airmove's comprehensive product matrix with rich operational experience, the alliance rapidly advances low-altitude logistics network construction across the country. Since its establishment in May 2024, the alliance has attracted over 30 quality partners.
Through the "Airmove City Alliance" cooperation mechanism, Airmove drones now conduct medical deliveries in more than 50 cities, ensuring 24-hour emergency response at central blood stations, and innovatively building a three-tier diagnostic and treatment sample transport system of "grassroots health clinics — community health service centers — superior hospitals," using drone logistics to improve grassroots medical service efficiency.
Beyond the medical field, Airmove continues to expand the boundaries of low-altitude logistics applications. On Huaniao Island in Shengsi County, Zhoushan, it partnered with Taobao Instashopping to solve the logistics challenges of isolated islands; in Putuo District, Zhoushan, it achieved material delivery from shore bases to offshore anchorages; in Wuxi's Binhu commercial district, it created drone food delivery and aerial emergency service scenarios for scenic areas; and in Kunming, it launched transportation of seafood products and auto parts, demonstrating the broad application potential of low-altitude logistics.
After a decade of development, Airmove drones have accumulated over 2.6 million kilometers of flight, with total cargo transport exceeding 740 tons, including 18 tons of blood products and 4.6 million tubes of medical specimens. Its service network covers China's four extremes: east to Ningbo's Li Huili Hospital, west to Xinjiang's Alar Hospital, south to township health clinics in Qiongzhong County, Hainan Province, and north to the minus-30-degrees-Celsius region of Harbin.
At the tenth-anniversary celebration, Airmove commemorated its decade of continuous exploration in aerial logistics with a "ten drones flying together" aerial display. Going forward, Airmove will open up more scenarios and markets, accelerating the construction of its "100-city aerial logistics network."
